Key initiatives often require the sharing of sensitive data linked to personal identifiers that cannot be disclosed. Co-created with INCERT, the Identifier-Matching and Pseudonym Management Service (IPMS) represents LNDS’s robust solution for protecting sensitive personal data. With clear role segregation between LNDS and INCERT, the service is delivered as a fully independent Trusted Third-Party (TTP) function.

Delivered on an on-demand, project-specific basis, the service facilitates streamlined collaboration between two or more data holders on pseudonymisation projects, maximising data utility while safeguarding sensitive information. Our goal is to enable privacy-preserving, record-linkable data sharing across Luxembourg.

How does the Pseudonymisation work?

Pseudonymisation is the process of replacing personally identifiable information (PII) with artificial identifiers, known as pseudonyms. PII refers to any data that can directly or indirectly identify a specific person. Directly identifiable data includes for example Social Security Number, whilst indirectly identifiable data includes for example a combination of information such as gender, address, and date of birth. 

If your project requires using pseudonyms to replace personal identifiers, this service is designed to assist you. To begin, visit the LNDS pseudonymisation portal, click the ‘Request Access’ button, and complete the service request form. Upon approval, access to the service will be granted for your organisation, and guidance will be provided throughout the next steps.
